Mayor Zohran Mamdani says he is “outraged” after Immigration and Customs Enforcement agents dressed in construction vests and masks shot a man during an operation in the Marble Hill section of the Bronx.
The shooting happened around 4 p.m. Thursday near Marble Hill Avenue and West 225th Street.
The mayor said the shooting happened right after school let out, when there were children and families out and about. He says a 5-year-old child was inside the same vehicle where the man was shot.
“We know that ICE is rotten to its core,” Mamdani said during a late-night news conference.
NYPD Commissioner Jessica Tisch identified the person who was shot as 28-year-old Oscar Belgal.
She says he was taken to the hospital in stable condition. She says the 5-year-old, who was inside the vehicle at the time of the shooting, was the man’s son. The boy was unharmed and is now with family members.
The mayor said that he was on the phone with President Donald Trump and Department of Homeland Security Secretary Markwayne Mullin to negotiate the release of the man – negotiations that he says were unsuccessful.
Mamdani says that having ICE agents in New York City makes the city and its residents unsafe.
“ICE undermines public safety. This is an agency that should be abolished,” the mayor said.
Tisch said that seven shots were fired during the incident.
The FBI tells News 12 that its New York Evidence Response team responded to support its partners at the Department of Homeland Security.
“We’re targets, target practice for ICE," said Sabrina Yaw, a block from getting into her home behind police tape. "I've been living here for 30 years, I've never seen anything like this. It's sad.”
Protesters quickly met ICE agents on scene, where News 12 cameras captured groups yelling at and filming an agent.
In another instance, people blocked the sidewalk to prevent an agent from getting through.
"They [police] feel like they have so much authority that they feel like they’re untouchable," one mother said. "But what they’re not understanding is what they are doing is hurting our community and the upbringing of our children.”
Gov. Kathy Hochul
posted on X, saying she wants federal authorities to provide a full, transparent account of what happened.
"New Yorkers deserve to know exactly what happened and why," Hochul said.
Local lawmakers representing the West Bronx and Upper Manhattan recently
urged owners at the nearby Shops at Marble Hill to prohibit ICE agents from using the Target parking lot as a staging area.
Protests ramped up as the evening went on. Citizen app video shows people flooding Marble Hill Avenue, many holding signs that read, "ICE OUT."
Officials and the organization Hands Off NYC held an emergency press conference near the scene on Thursday night. Those in attendance included Borough President Vanessa Gibson, as well as Sens. Gustavo Rivera and Robert Jackson.
DHS stated that the victim was previously convicted of grand larceny and arrested on other drug and weapons-related charges, including by the NYPD in December 2023. They said he was "released into the community a few days later by reckless Democrat sanctuary policies that put American lives at risk.
Murad Awawdeh, president and CEO of the New York Immigration Coalition, released the following statement:
"ICE's violent tactics are a clear danger to all New Yorkers, as today's shooting in a residential neighborhood demonstrates. This incident is another reminder of the unchecked, rampant violence ICE has been spreading throughout our communities. We have seen the devastating consequences of ICE shootings from Minnesota to Texas, which have led to the unnecessary deaths of too many community members. We demand an immediate investigation into the shooting, the release of the body camera footage, and accountability for any ICE agents who used excessive force. We must abolish ICE and strengthen the safety of all New Yorkers."
Multiple local lawmakers spoke out about the shooting on X.
