Welcome back to Ask the borough president here on News 12 The Bronx with Bronx VP Vanessa Gibson. We're getting to your calls in just a moment, but before we went to the break, we were talking about those impacted by the Wallace Avenue fire. I just wanted to give you a moment to finish up the thought. Sure, so we are still in constant communication with the tenant leadership there, the elected officials and I are in constant contact and we're really trying to find a way to expedite the repair work for those residents that do want to return, but we realize that many. Do not want to and we have to help them. The challenge is that we're finding they're not eligible for anything when it comes to Section 8 vouchers and things that ultimately because of their circumstance they should be eligible for, but this is a working class building like many others, and so we're finding that challenge. The loan opportunity that the governor announced is great, but my first concern was, well, they're loans, they're not grants, and I don't think anyone has the feasibility to enter into a loan, so I've asked the governors. to give us a training so that we can understand and help tenants that are interested with assistance on how to fill out the application and understand their eligibility because I don't want that to be another slam in their face, another opportunity where there's another closed door. I wanna make sure that these opportunities are really reachable uh and accessible for the families at Wallace. I'm sure very welcome news to them and we'll be sure to bring any information we get on that training and who's available to to all of you as we get it. Ready for some calls? Sure. All right, let's kick things off with Antoinette, who has called in from Wakefield. Antoinette, thanks so much for your call. And what's your question for the borough president tonight? Hi, um, Ms. Gibson, first I want to say thank you for the Bronx Museum for the Children. I was very impressed. I finally got to get in there. I just wanted to give you that shout out first. Thank you, um. And this, my question is really with Con Edison, which I'm sure is probably beyond, you know, just the Bronx, but I have solar panels. I, it's a hot mess and with another property outside of the Bronx, outside of New York City, you can have the battery pack. So I've learned here in New York City for, I'm told for fire hazard or whatever, we don't have the possibility of, you know, the We can't have the battery pack where we can store and then the delivery charges on Conne went up, it's like, oh well, if your solar panels actually did the work, you know, covered, you would um avoid the delivery charges. all of this is like news smack in the face. You know, so I got solar panels. When I spoke to the person, I thought it would handle the usage, but the current uh gentleman I have was like, oh well, I bought the I'm sorry to interrupt. I just want to clarify, is the question whether or not we could expand the use of solar panels here in the borough to offset some of those price hikes we've seen from ConEd recently? We need, we need the solar pack. We need the battery pack. Yes, I like the battery pack. I just want to make sure that. BP has enough time to address the issue, so I definitely want to talk offline and figure out what options we have whether it's to the city of New York or the state. We do a lot of work with NICEA as well as the New York Power Authority NIPA. We're always trying to find incentive programs that give homeowners and property owners a chance to install micro wind turbines, solar panels, like energy efficiency measures so that their buildings and homes can be more, you know, sufficient. Uh, there are a lot of local laws that you know building owners now have to comply with local law 11, Local law 97, and this is really to get us to an ambitious goal of making sure that we are more efficient when it comes to energy, uh, usage, uh, and this is for the next 50 years, so I would love to talk more offline to find out what is available but what I would also like to do is really help share the information we're hearing from a lot of cooperatives and condo owners and you know. Boards of directors and many of them are looking for ways where they can be because the Con Ed bill is through the roof and they're like we pay water bill we pay taxes and it's too much and they don't want to raise the maintenance right because you also have those that don't pay you have arrears so there's a lot that's happening in the world. Insurance reform is very necessary because insurance premiums are going up and there's no justification and you have to pay it, um, and so I would love to talk more because I think this is right up our. Alley when it comes to priorities around energy efficiency and really making sure that our borough is ready for, you know, all of the things that are coming, it's really important for homeowners to be a part of this, and we also want to make it accessible and low cost or free that's music to everyone's ears, right? We're gonna make sure to connect you and Antoinette. Absolutely thank you Antoinette. Let's get to another caller. We have Terrence who has dialed in from Norwood. Terrence, thanks so much for your call and time this evening and what's your question for the borough president? Oh yes, uh. President Gibson, I have um a question for you. Um, that question is, uh, the street markings, they're very poor. You could barely see them on a number of streets. Is there any way they could use stronger, uh, fluorescent paint so that, um, you can find out what lane you belong in or Where I think it would be a great deterrent, uh, from accidents. Look, we could use all the help we could get on that front. What are your thoughts? Major capital that's a great idea. We can have a conversation with New York City DOT, uh, with our borough commissioner and his team. I do know that they have priority areas and it's always on a timeline and obviously the spring and summer season is more uh feasible for them compared to the fall and winter when there's snow and you know lots of rain. Uh, I've already looked at that and I've already submitted my recommendations because I see a lot as I travel the Bronx, the Grand Concourse. I'm like we need to repaint the street markings, right, the crosswalk, the lanes, like you only sometimes see it when there's a brand new action there's a new lane or something has changed with the traffic pattern, then you get brand new, but we are looking across the borough and obviously we'll get. This specific location and send it over to the DLT and see if it can be prioritized. He said it's a spring, so perfect time for this conversation to be happening any other areas beyond the grand concourse where you really feel like that could make a difference here in the borough? I know the list is long, but what are the first year that come to your mind everywhere? Well, obviously I think when you look at any, um, he raised a good point, the quality when you look at what quality of material we use, how long it's lasting is adorable. Some of the major commercial corridors Fordham Road, 3rd Avenue, Kingsbridge University, like, you know, all of that is important. 149th Street because it has a lot of traffic and so eventually if you don't use quality it will fade. Welcome back to Ask the Borough President here on News 12 The Bronx with Bronx BP Vanessa Gibson. We kicked off the show talking about how April is just about here and with the new month comes some new health causes that we're focusing in on. What are we looking ahead to in April? Yeah, so we are recognizing April as autism acceptance month. It's recognizing and valuing uh the neurodiverse individuals who for who they are, uh, rather than what we designate or, you know, their association and we're. Asking people to support students that are living with autism, more education, more awareness, making sure that we have sensory equipment in our local parks and open spaces and so shout out to all of our autism parents that have been advocates and running non for profits and really on the ground advocating for your scholars and families celebrating and really identifying areas where inclusion makes all the difference that's right you also just gave your state of. Borough address I did a week ago and in it were a lot of health focused topics that you touched on specifically I'm thinking of your push for a blood center here in the borough as well as a birthing center. Why are those needed now more than ever? Maternal mortality has been a call to action and attention for quite a while. Black and Latino women are 9.2 times more likely to die during childbirth because of pregnancy related complications. We believe in a Bronx-based birthing center for so many reasons. We were the first to open. Uh, birthing center in the city of New York back in 1988, the childbearing center of Morris Heights. It lasted for 20 years and then it closed, so we believe in the work of birth workers, doulas, and midwives. We believe in patient centered care with a very holistic approach. It's important for us and so we're moving forward. Uh, we released our report. Uh, we're working with doulas and midwives. We have the Miriam Clinic which is our reproductive health and wellness center in Norwood, and we look forward to working with everyone on that and the New York. Center we're working with NYBC we've had blood drives all over the Bronx and we have identified a space in Throg's neck and now we're retrofitting it. We're doing renovations. The hope is to open it by the end of the year. We're very excited. We used to have a blood center at Jacoby on the campus. It closed. We don't have a blood center for patients that need blood transfusions. I was a blood transfusion recipient, so I needed blood at a time, and we need to make sure that's available for our own residents so they don't have to travel. Yeah, it hurts to hear that these facilities at one. Time we're open and here in the borough they close, but good to see that there's a push to bring them back here and thanks to everyone that always donates blood during blood drives. It's really important because we always have a national shortage. I was going to say it seems like it's been a persistent blood emergency over the past few years, so very important on that front. Thanks so much for staying with us here on Ask the Borough President with Bronx BP Vanessa Gibson already gotten into a handful of phone calls this evening and we're gonna keep the calls, uh, coming right now as we get to Ronald who was called in from Castle Hill tonight. Ronald, thanks for the call and what's your question? Good evening. Good evening, President Gibson. How are you? My question is. My question is, um, is there any plans uh from City Hall, uh, regarding the The uptake of, of, of youths um going on raids at all. Department stores, they're going to raise that uh um places, you know, of of business such as the um Bay Plaza Mall that took place on Saturday. Yeah. Thanks Ronald for the call. A lot of people have seen those videos of what was hundreds of kids essentially mobbing the mall. Yeah, so let me say that we're so thankful that there were no injuries. Uh, there was a large crowd of young adults that joined, uh, at the Molly Bay Plaza on Saturday afternoon. We saw the video went viral. I was on a call today with the ownership of the mall. I've talked to the. The precinct commander at the 45, Senator Bailey, Councilman Riley, myself, we were all on a call and a lot of this remember is very social media driven. What I learned is that on Saturday there were other large gatherings of young people in other parts of the city and a lot of it is relative to the YouTubers and influencers that are joining, you know, and coming into parts of the city and they're. You know, gravitating young people, um, the acts of violence are unacceptable and yes, there has to be a clear message of accountability, but I also don't want to be punitive. Arresting a large group of young people is not going to solve the problem, but yet we need to tackle it from a different perspective. We will make sure that the Moler Bay Plaza and all the tenants are always safe, as well as all the customers that were there on Saturday that saw that large crowd. They were throwing tables and chairs. It was complete chaos. Unacceptable anywhere and we don't tolerate that level of violence and we never will. So let me say that the 45 are working with the Molar Bay Plaza and we're working all across the Bronx because if we allow that to happen at the Molar Bay Plaza, then it'll happen anywhere else and we had a similar incident last year when we had one of our parades in the Bronx and so we're not new to this. This has happened before we have to be prepared when it comes to large scale crowds, but we also need to delve into why. People are gathering in the first place, right, the YouTubers, the influencers, everyone that wants likes on social media, it drives young people into these spaces and so it's not safe for anyone. It's not safe for the young people either. We also learned that two of the teenagers were robbed, right? That's not acceptable and so we have to do better and I'm sad. I'm sad that that happened but again we're going to put a plan in place with the NYPD, um, and with, you know, interagency coordination, elected officials, and we're gonna do our very best. Now a lot of the information does get on social media and so what happens they say hey we're rolling up in the Mola Bay Plaza. We'll be there Saturday. We also got some intel that they may show up today because New York City public schools were closed and that didn't happen. So I feel like again we have an opportunity to come up with a real plan, uh, that identifies some more programs for young people because again if you're not shopping at the Mola Bay Plaza there's no need to go there. We don't want you to no, it's it's not a hangout spot it's a mall you go to the shop. And we need to counter that with other programs in place for young adults. Yeah, I'm sure parents really looking forward to, yes, and that's what we're getting ready for the summer. On the point of social media and what a central role it plays in fueling, I should say all of these gatherings that we've seen. I know there's been talk in the past of perhaps engaging with social media companies. I know that's a massive undertaking. Um, I was gonna ask if there was any status update on whether or not that's led to any results. Yeah, I know the governor and the attorney general. Have tried to do more on the legislation side to actually enact like more regulations where we can get a real handle on this because it is very alarming. Social media drives so much of our everyday world from the information we get, how we get it, how we share it, what we share and you know there are many people that use it for positive things for information sharing, but then you also have others that incite violence or they incite these large gatherings where they want to create. Area and chaos and we can't have that and so there is a lot of intel that's out there and respectfully it is to monitor activity and we can do that but people have said well what can we do to stop them right if someone goes on, you know, YouTube or goes on Instagram and says hey I'm showing up with 500 laptops or iPads and then 1000 people show up, right? Or then the person doesn't even show up and then 1000 people show up like can we do something to stop that? What actions can we take. Legally, right, so those are questions that we're asking now because we just don't know like what legal tools we have to do that and to stop that potential because again it could spiral out of control. It may not, but either way we have to be prepared for what could be. Yeah, absolutely, especially you're trying to keep up with the technology as it is evolving. Yes, time now to get to some more callers that we have, uh, holding on the line. Kerry from Woodlawn has also dialed in tonight. Carrie, thanks so much for your call. What's your question? Thank you, Borough President Gibson for taking my call. I first want to start by saying we, the Woodlawn taxpayers and residents of Woodlawn are so grateful for the action that was taken on Saturday night on Jerome Avenue. That's been, as you know, an issue that's really been plaguing Woodlawn, and we've been, you know, proactive for years about it. So seeing the The event that took place Saturday night really is giving us hope. I was just wondering, especially in light of the viral video that circulated about the Queen's attack on police officers at one of these bomb parties this weekend, this Saturday night. Is there a plan in action for Jerome Avenue and or citywide to prevent these from happening, and is it possible for some sort of legislation to be changed so that the consequences for these actions are a little stricter? That's a great question, right, so I'll answer the first question. So I have heard consistently from Woodlawn, from the taxpayers, from the homeowners, uh, from the community board, and I wanna say thank you all for your patience. I know it has been, uh, a real disruption to your everyday life, particularly on the weekends. These parties are out of look at that picture and what we have learned because I did not think that these were Bronx residents, they are not Bronx residents. There are many of those vehicles that have New Jersey plates respectfully. And the action by special ops NYPD patrolborough Bronx, the 50 precinct 47 just coming together and working together and saying we're going to take action, ticketing enforcement vehicle towing the size of these speakers are humongous. I didn't even realize they existed so long. I saw some of the videos. I mean, there you go look at the video right there and, and again, like, again, they feel emboldened to do this coming every weekend and now with the spring here. Like we feel like this is gonna continue so what we're asking, and I know Mayor Adams answered the question as well, what we're asking NYPD to do for us is come up with a spring summer plan, uh, make sure we have patrol cars that are there, special ops. I want them there every single weekend because we have to stop this crowd. If we did an action Saturday they're gonna come back this Saturday, right? They're gonna try to get their equipment back their vehicles back, and we have to send a message. This is not acceptable for anywhere across our city now respectfully, I know there. For other parts of our borough where we have loud parties and other things, it may not be to this magnitude and this degree, but nonetheless it's still disruptive and it doesn't mean that your issues are not important and valuable. I need people to call 311 to call our office, to call elected officials this area, Senator Bailey, Assembly member Dinowitz, and council member Dinowitz. The legislation, if we look at that, obviously we would have to have action potentially at the local level through the council or the state, the states. Still has session until June, so there's a possibility I'll, you know, bring that conversation to my colleagues, but I definitely appreciate the immediate action and we will stay on this issue as much as we can because if we don't address it now in April that it will get worse in June exactly it only becomes a bigger beast to to fight back against. All right, let's get to one more caller who is on the line tonight, John, who's dialed in from Throg's neck. John, thanks for your patience and what's your question for the borough president? Yes, good evening. Um, state of the borough. Seem to be very filthy. Streets need to be cleaned. I don't have this responsibility of the owners of businesses in these areas, but why things, for example, I mean, it's filthy. I is pretty clean, I must say that. I'm sure like area. But the fact of the matter is that really and truly, we should be keeping our b much cleaner. I believe in 4 to 5 years. It's the worst I've seen it. So is there any way you can help us in that situation, and I will not have sorry, John, I don't want to speak over you, but I do want to give the borough president enough time to respond, and I think there was an announcement on this front as recently as today. Yes, I hear this consistently across the borough. We hear about the cleanliness of our streets, excessive garbage all over the place, and we joined Parks commissioner Sue Donahue, borough commissioner Deno Opote. Council member Oswald Phillies and the Sanitation Foundation we were at Echo Park in the Bronx, and there were there was excessive garbage there were mattresses, construction debris, tires, everything, and you wouldn't imagine how much Parks cleans up. Shout out to the maintenance team at the parks department because this is an incredible effort that they are underway. They have seen bathtubs, refrigerators, washer dryer units. It's like people just throw things out. So what we've done, we've increased the fines. $5000 for the first infraction we're supporting the sanitation department with additional cameras so that we could put them in the parks outside the parks to go after those that illegally dump but cleanliness is important. I need people to call, call 311, send us pictures because we need to make sure sanitation goes out. But as much as they go out, the garbage just keeps coming back, back and forth and so it's a cycle that we have to address and we will get to it, right, more conversation to come here on Newar the Bronx right after this.

Thanks so much for staying with us here on News 12 The Bronx for Ask the borough president already getting to so many calls tonight, and we want to continue that right now as we kick off this segment with Xavier from Castle Hill. X Xavier, thanks for your call and go ahead and ask your question when you're ready. Good evening, borough president. Uh, I'm wondering what's going to happen. I call many times complaining about people selling drugs out of their own house, and they answer me by saying that there's nothing they can do, and this is outrageous. Yeah, frustrating to reach out to authorities with what appears to be a crime and be told nothing can be done. Yeah, I mean again I acknowledge that the laws are a little different, uh, and so what tends to happen is based on the complaints, uh, the NYPD goes after. Major drug dealers, traffickers, uh, that are pushing major drugs across our, you know, borough, uh, this particular case I need like the location so I can reach out there could be undercover operations that are happening and they sometimes take quite a while because again the goal is to go after the offenders and make sure that the case sticks, right? And so sometimes that does take quite a while because it could be a joint operation not just with PD but with. You know, drug enforcement agency at the federal level so there are multiple things that are happening, uh, and it also involving the DA's office as well so we can look into this location and just again I know it's very frustrating and I wanna encourage you to keep calling because it does matter. Uh, sometimes it takes quite a while just to really get to the heart of some of these issues and that's not acceptable, especially when you live nearby you're a neighbor, whatever happens in that home affects you too, um, and so we wanna. Be mindful of our neighbors like we have to have common decency and it's really sad sometimes that that's not, you know, a parent all the way across the board. So we will look into it and find out, you know, what can be done to talk to PD when we speak about drug offenders recently we saw the owner of that daycare where we saw a child exactly die of fentanyl exposure, be sentenced to 45 years in prison in her federal case. Do you think that's enough of a deterrent for others out there who might be doing the same thing? To second guess their choices. 45 years is quite a long time, but I recognize that Nicolas Dominici is not returning to his family, and there's no amount of time that could ever cure that family's pain. Um, mom and dad and their children are broken, and we work with them. We reach out, we stay in contact just to let them know that we've not forgotten about their, their son. We did a street code naming on university that was led by council member Sanchez and yes. Should send a message, but in this day and age I feel like there were people that think that they can circumvent the system or this one got caught, but it won't happen to me. Yes it will eventually it will always catch up to you. It may not catch up to you right now, but it eventually will and we have to do better. It is not acceptable to push drugs in a daycare center. How dare anyone think that that is OK and threaten and put the lives of children. In way in harm's way, it's, it's just so sad and I also recognize that there were 3 other children that, you know, did not, did not pass away but still were traumatized and those families will never be the same and so we have to keep these families in prayer. There's been a lot that's happened after Senator Rivera, Council member Sanchez leading legislation to make sure the daycare center. are more regulated that the actual inspection process by the city by the health department looks in closets and other spaces I mean my goodness, you shouldn't go into a daycare center thinking you have to look under a trapdoor trap door, right? Like that's just not normal, but in these, in these days and you know in this state when people are trying to like beat the system. You really have to go above and beyond because you just never know and at the end of the day it's about the safety of the children and the workers in these daycare centers as well like you said, uh, earlier, keeping up with the evolutions in different industries as they happen. Let's get to another call. I believe we have Sydney on the line and he has a question for you this evening. Sydney, thanks so much for your call. What's the question? Good evening, you all and good evening, Vanessa Williams. How are you? My, my, my question, um Vanessa Gibson, I'm sorry. I wasn't gonna check you, Sydney, but you got yourself. My, my, my question is due to the blocking of fire hydrants where we had two deaths in the city, one in the Bronx, one in Brooklyn, and the Jerome Avenue fire where there was another hydrant blocked. Can we get DOT to paint in the yellow line. On the curb in front of the hydrants like they used to do many years ago kind of revisiting this idea that we talked about earlier about better markings on the streets so that more visibility absolutely uh yes, I absolutely think that that is possible. We have to talk to DOT and as as well as FDNY, but Commissioner Robert Tucker has been very adamant after the fire in Brooklyn after we had a horrific fire in the Bronx where we had a fatality at a Buddhist temple, and both were part. At a fire hydrant and a delayed FDNY, those car owners were fined $5000 and so that's the first action to try to deter that behavior, but I don't know what it will take for New Yorkers to understand like whether it's 15 minutes or 15 hours or overnight we struggle for parking in the Bronx. I get it all over the city it's a citywide problem, but that does not mean that you can block a fire hydrant because at any given time there could be a fire in your home and that's your. Child, your loved one that you want FDNY to save and so you cannot do it under any circumstance. It's never acceptable and so I think the markings would be great. Uh, we should look at that. We should make sure the DOT has the capacity to do it and if not, we should make it happen, give them the funding to do it because all of this work is about saving lives. It's about protecting, uh, New Yorkers and it's about giving FDNY the tools that they need so that they can respond to PISA in an expeditious fashion. Maybe a good idea though to start with those markings. all too often we've always seen that driver going, am I 15 ft? Can I right in here? I'm not blocking, but I'm very close. So maybe if there's a very hard delineation of what's good to park in and where you really can be a good place to start. I think that would be great. Yeah, we'll see if there are more conversations on that to come. That's from 5 to 8 p.m. Friday, April 11th at Borough Hall on Saturday, April 12th, we have our Black Mothers Film Festival at the Melrose Library at 910 Morris Avenue at 120 p.m. We are joining with Bronx Health Link to have a baby shower on Wednesday, April 16th at Monroe. Preston alumni, staff, students, educators, we wanna do our part to save Preston High School and try to save some of our other Catholic high schools as well. We've seen so many closures of Catholic schools here in the borough, of course, Preston being a big talker. What do you hope comes of that meeting with we can save Preston High School, maybe get a buyer and just make sure. That we save the institution of Preston. A lot of people looking forward to that. Real quick before we wrap up here tonight, we have a new neighbor in the borough. We've been talking about it a lot here. We finally reopened our Regal cinemas over at Concourse Plaza. How exciting. I'm excited. I was there for the grand opening. Regal Concourse is now with the Concourse Plaza Mall. Please take advantage. 161st Street, shop, eat local, support your movie theater.
